It is in fact the basic premise of ALL the Bush administration's pretexts for their crimes, and it's a pure fraud. The kindest thing I can say for Mr. Bush is that of all the principals -- Bush, Cheney, Rumsfeld, Addington, Yoo, and Haynes -- Mr. Bush was the one who had the least actual understanding of the law.
