It's an article which is about to be published in THE FLETCHER FORUM OF WORLD
AFFAIRS Vol.27:2 SUMMER/FALL 2003.  The author is a legal advisor with the ICRC
in Geneva, so even with the disclaimer below, it was of great interest to me.
